Leveraging human resource development through training of trainers
Perhaps the most important
ingredient for socio-economic progress is human resource.
The examples of South Korea to Singapore and Mauritius are worthy of attention and study.
In this context one of the approaches we advocated in the context of United Nations technical assistance was that of the 'training of trainers' with its multiplier effect. The approach means that a person should not simply be trained/educated for a given job for which expertise is needed but that the person would also be trained/educated to be a trainer as well so that (s)he could pass on the expertise to others thereby generating a so-called multiplier effect. Of course, this approach would be applied to needed expertise of a strategic nature.
